I don't know the history of this syntax: there doesn't seem to be much precedent for ^ as a range in any PLs that I can think of.

This seems like a useful addition, and there's already precedent with the "classpath exception" for the GPL.
There's definitely something about shipping a binary that feels more like 'real' software. I find it's easier to ship a website but there's much more historical precedent in delivering an executable.
